China releases 15‑Year Plan action to hit carbon peak by 2030

The Chinese government has issued a carbon‑peak action plan as part of the 15th Five‑Year Plan (2026‑2030). The plan calls for a 17 % reduction in CO₂ emissions per unit of GDP by 2030 compared with 2025 levels and aims for non‑fossil energy to account for 25 % of total energy consumption.

Key quantitative targets include wind and solar capacity of more than 2.8 billion kW, hydro capacity around 410 million kW and nuclear capacity near 110 million kW by 2030. The transport sector is to see new‑energy vehicles make up about 30 % of the national vehicle fleet and 25 % of commercial transport vehicles. The plan also emphasizes building roughly 100 carbon‑free industrial parks, accelerating the conversion of coal‑heavy industries, promoting circular‑economy recycling, and enhancing energy‑saving measures across key sectors.

These measures are intended to secure the timely achievement of the carbon‑peak goal, lay a foundation for the 2035 nationally determined contribution, and advance long‑term carbon‑neutrality.
