China releases 2026 blue books on local government bonds and internet development

During the 2026 World Internet Conference Wuzhen Summit, two significant blue books were released in China. The China Internet Development Report 2026 and the World Internet Development Report 2026, authored by the China Academy of Information and Communications Technology, highlight rapid advancements in artificial intelligence. In China, the enterprise AI agent market reached 21.2 billion yuan in 2025, while the embodied intelligence market reached approximately 915 billion yuan. Globally, AI is expected to contribute 22.3 trillion dollars to the global economy by 2030, though a growing digital divide between nations remains a concern.

Separately, the China Local Government Bond Blue Book (2026) was released in Beijing. The report notes that by the end of 2026, the stock of local government bonds is expected to exceed 60 trillion yuan, accounting for approximately 30 percent of the bond market. While bond issuance reached record highs in 2025, the report identifies challenges such as structural interest payment pressures under tight fiscal conditions and low investment efficiency. The report also observes a shift in special bond allocations toward livelihood sectors like education and healthcare, with a relative decrease in traditional infrastructure spending.
