China revises National Defence Mobilisation Law to allow civilian resource requisition

China has approved significant amendments to its National Defence Mobilisation Law, marking the first major overhaul of the legislation since 2010. The revised law, consisting of 14 chapters and 82 articles, is set to take effect on October 1.

The new legal framework allows the state to rapidly transition from peacetime to a wartime or crisis posture by mobilizing human, industrial, and technological resources. This includes the potential requisition and government control of civilian assets such as vehicles, facilities, and equipment, though exemptions are provided for personal residences and essential household goods.

Under the revised law, the national defense mobilization system is placed under the direct leadership of the Central Committee of the Chinese Communist Party. The legislation also expands the scope of required national defense service, potentially involving male citizens aged 18–60 and female citizens aged 18–55. Additionally, private companies may be required to adapt their operations for the production, storage, or transport of defense-related equipment.
