China seeks to dominate global AI data supply to counter Western influence
China is actively working to become a global leader in artificial intelligence data supply to counter Western influence in the AI sector. Through the National Data Bureau, Beijing has outlined a blueprint to transform into a data superpower by the end of 2028, focusing on high-quality datasets in strategic fields such as scientific research, manufacturing, and autonomous driving.
Analysts note that China aims to address a strategic weakness: the current dominance of English-language datasets, which reflect Western perspectives on sensitive issues like human rights and Taiwan. To bridge this gap, China is exporting low-cost AI modules and high-quality data to developing nations, offering datasets from state laboratories and media for global use.
However, experts express concern that this initiative could allow Beijing to export its official narratives and values into the global knowledge system. Research published in 'Nature' suggests that Chinese official discourse is already influencing models like ChatGPT and Claude, with Chinese-language responses often showing a bias toward Beijing's views compared to English versions. To improve model sophistication, China is also shifting from cheap manual labeling to 'expert-type data labeling,' encouraging university graduates to enter the field.
