China Speeds Up Infrastructure Spending Amid Slowing Growth
China’s top leadership signaled at a Politburo meeting that, rather than launching a large new stimulus package, the government will accelerate spending on already‑budgeted infrastructure projects. The move comes as second‑quarter growth slowed to 4.3%, the weakest pace in more than three years and below the 4.5‑5 % annual target. Officials described the economy’s “difficulties and challenges” and pledged to boost domestic demand, support employment and curb industrial overcapacity, continuing to address the so‑called “involution” price wars. Analysts note the absence of a major policy “bazooka” and that the emphasis is on using existing fiscal resources, such as the “six networks” initiative covering water, logistics, pipelines, power grids, telecoms and computing centres, without expanding the fiscal deficit.
