China Strengthens Reporting System for Strategic Mineral Export Violations

On June 24, the Chinese Ministry of Commerce announced new procedures to improve handling of reports on illegal export of dual‑use strategic mineral items. The ministry cited Export Control Law Article 31, which allows any organization or individual to report suspected violations. New guidelines clarify reporting methods, reward credible informants, and encourage companies to self‑report breaches. The measures, effective from July 1, aim to boost enforcement, prevent illicit transfers of critical minerals, and align China’s regime with international practice.

The announcement also noted the recent detention of two Japanese nationals in Dalian, accused of smuggling prohibited rare‑earth‑related goods. China’s foreign ministry said the individuals were held in accordance with Chinese law and that the case had been communicated to Japanese authorities, urging Japanese citizens and firms in China to comply with local regulations.
