China targets 2030 completion of national blockchain network

China has unveiled its 15th Five-Year Plan for National Informatization, setting a target to substantially complete a national blockchain network by 2030. Issued by the Central Cyberspace Affairs Commission, the plan positions blockchain as a critical component of the country’s digital infrastructure, alongside artificial intelligence and 6G technology.

The proposed network architecture includes a central backbone connected to regional hubs, designed to support distributed digital identity services and enhance data circulation. The strategy outlines specific regional applications: the Beijing-Tianjin-Hebei region will focus on smart logistics and airports; the Yangtze River Delta will utilize the technology for trade and financial services; and the Guangdong-Hong Kong-Macao Greater Bay Area will emphasize cross-border data flows.

Despite the push for blockchain integration in government services, taxation, and shipping, the Chinese government maintains its strict ban on cryptocurrency-related business activities. Additionally, new regulatory frameworks have been established for Real-World Asset (RWA) tokenization to ensure oversight of assets backed by domestic holdings.
