China targets 3,000 AI service providers by 2027

China has set a strategic goal to develop at least 3,000 artificial intelligence (AI) service providers by the end of 2027. According to the Ministry of Industry and Information Technology, the country aims to establish a national group of over 2,000 AI service units by the end of 2026, expanding to 3,000 the following year. This initiative seeks to build an ecosystem that connects technology, services, and industrial resources across the entire value chain.

The plan focuses on creating providers capable of handling complex AI systems, security risks, and industry-specific challenges. The government intends to encourage local authorities and businesses to adopt large language models (LLMs), AI agents, and token-based services, while also supporting Chinese AI projects in expanding to international markets.

In the creative sector, AI technology is driving a significant shift in film production. Demand for AI-related film editing roles reportedly increased by 179% in June 2026 compared to the previous year. AI tools are now being used throughout the production process—from pre-production tasks like set design and character creation to post-production—drastically reducing production timelines from months to days and improving efficiency in certain technical stages by three to ten times.
