China targets emerging pillar industries and smart consumer upgrades in 15‑Year Plan

The National Development and Reform Commission has identified six emerging pillar industriesintegrated circuits, aerospace, biomedicine, low‑altitude economy, new‑energy storage and intelligent robotics—as central to China’s 15th Five‑Year Plan. These sectors are to become new growth engines, complementing traditional industries and addressing “key core” technological gaps.

The State Council approved the “Expand Consumption 15‑Year Plan,” setting a goal of roughly 60 trillion yuan in total retail sales by 2030. The plan calls for boosting durable‑goods demand, modernising housing, expanding auto and after‑market consumption, and promoting smart home appliances and next‑generation smart terminals. It also emphasizes digital consumption, green products, and the integration of AI across services such as education, health, culture and tourism.

Together, the policies aim to drive higher domestic demand, advance high‑tech manufacturing, and improve the quality and sustainability of Chinese consumption.
