China tightens exit controls with new travel regulations

China is tightening exit and entry controls, with new regulations set to take effect on September 15. Reports indicate that overseas Chinese returning to the mainland are being required to submit extensive documentation, including proof of overseas employment, medical insurance, photos of their workplace, and specific residential addresses. Failure to comply has reportedly led to warnings that departure could be hindered.

In addition to documentation requests, there are reports of individuals being intercepted at border checkpoints. One instance involved a student in Guangxi whose exit was restricted due to concerns regarding other students remaining in Spain. The Taiwan Mainland Affairs Council has issued a warning regarding these developments, noting that the new regulations contain vague definitions that grant authorities high levels of discretion.

According to statistics from the Mainland Affairs Council, since early 2024, hundreds of Taiwanese citizens have faced issues including disappearance, detention, or restricted freedom of movement in mainland China. Officials warned that high-tech professionals, particularly those in the semiconductor industry, may be disproportionately affected by new rules concerning export controls and technical import/export management.
