China Plans Strengthened Environmental Rights Protections Over Next Five Years

China announced a five‑year plan to strengthen environmental rights, according to a report released by the State Council Information Office. The National Action Plan for Human Rights (2026‑2030), presented at the 2026 Forum on Global Governance of Human Rights, outlines measures such as applying an ecological and environmental code, expanding public disclosure of environmental information, and boosting public participation.

The plan also calls for promoting low‑carbon lifestyles, tightening controls on air, water, soil, waste, noise and marine pollution, and enforcing strict ecological red‑line protections. It reaffirms China's commitment to peak carbon emissions by 2030 and to improve ecosystem diversity, stability and sustainability.

The policy signals a broader push to integrate environmental rights into China's human‑rights framework and to address climate change through stricter governance and public engagement.
