China orders creation of national blockchain network

China’s top leadership has issued a directive to establish a national blockchain network and a nationwide integrated computing power network. The policy, titled ‘Opinions on Developing New Quality Productive Forces,’ was released by the Communist Party of China Central Committee and the State Council to foster deeper integration between the country’s real and digital economies.

The initiative aims to optimize national data infrastructure, support the ‘East Data, West Computing’ project, and establish systems for data property rights and market transactions. The plan involves 16 central government departments and 27 centrally administered state-owned enterprises. It builds upon existing frameworks like the Blockchain-based Service Network (BSN) but maintains a strict stance against cryptocurrencies and public blockchain protocols.

Beyond blockchain, the government is prioritizing the development of next-generation technologies, including artificial intelligence (AI), quantum computing, and 6G. The ‘AI Plus’ action plan aims to drive digital transformation in traditional industries, focusing on sectors such as intelligent vehicles, humanoid robots, and AI-enabled consumer electronics. While the policy emphasizes industrial digital infrastructure, it does not include any measures to relax current restrictions on digital asset trading.
