China to implement new exit and entry management regulations

Chinese Premier Li Qiang has signed a State Council decree introducing new regulations for exit and entry management, set to take effect on September 15, 2026. The 19-article regulation aims to standardize border management, protect the rights of travelers, and safeguard national sovereignty and security.

Key provisions include stricter verification of travel purposes. Travelers must provide truthful and legitimate reasons for their entry or exit; providing false materials or statements may result in the denial of travel documents or entry. Foreigners found providing false information may face entry bans of up to five years. Additionally, individuals who have violated export controls or harmed national security may be barred from leaving the country.

The new rules also introduce oversight for intermediary services. Agencies and individuals providing immigration or visa assistance services must register with local immigration authorities. New businesses must register within 15 days of creation, while existing providers have 90 days from the implementation date to comply.
