China to implement new exit and entry management regulations in 2026

China has announced new Exit and Entry Management Regulations, scheduled to take effect on September 15, 2026. These regulations are expected to impact travel, work, and study arrangements for many individuals.

Taiwan's Mainland Affairs Council has issued a risk warning to citizens regarding these changes. The Council noted that in previous instances, Taiwanese individuals facing legal issues in mainland China were treated under Chinese law and identity rather than as foreign nationals. This distinction is critical for those traveling for business, tourism, or education.

Analysis of the new rules suggests that approval authority for exiting the country will be decentralized to 33 provincial-level administrative regions. The regulations also include new provisions for personnel in technology and sensitive sectors. There are concerns that border control measures could be implemented under the guise of national security without prior notice, potentially affecting the residency status of overseas citizens if they are unable to meet required travel durations due to exit bans.
