China's Central Bank and Nine Agencies Issue Notice to Boost Tech‑Finance Data Sharing
On July 29, the People's Bank of China together with eight other ministries and agencies—including the National Development and Reform Commission, the Ministry of Science and Technology, the Ministry of Industry and Information Technology, the General Administration of Customs, the State Administration for Market Regulation, the Financial Regulatory Authority, the National Intellectual Property Administration and the National Data Administration—issued a joint Notice on Strengthening Data Development and Utilization in the Tech‑Finance Field.
The notice establishes a national "Tech‑Finance Data Development and Utilization Directory 1.0" covering eight categories and 26 data indicators such as enterprise listings with sci‑tech attributes, import‑export, investment, operations, R&D spending, intellectual‑property, innovation evaluation and enterprise demand. It urges local governments to create region‑specific data lists, build provincial data‑infrastructure, and enhance inter‑system connectivity to enable secure, authorized data access for technology‑focused enterprises.
Key objectives include supporting market‑based credit agencies in building tech‑enterprise databases, constructing digital credit profiles, developing risk‑control and investment‑research models, and tailoring financing products to sector needs. Pilot programmes for trusted data spaces and industry‑chain fund‑flow analysis are also promoted, with an emphasis on comprehensive security management and risk mitigation.
