China’s Communist Party embeds scientific development and education reform into policy

At the 17th National Congress of the Chinese Communist Party in 2007, the party amended its constitution to include the scientific development concept, stressing people‑centred, coordinated, sustainable growth as a guiding doctrine. The move followed the 2003 SARS crisis and marked a shift from rapid expansion to quality‑oriented development.

Building on this framework, President Xi Jinping has called for high‑quality advancement of education science, urging the construction of an autonomous Chinese education knowledge system. A 2025 major ministry project on education‑strong nation building has been launched, aiming to integrate Marxist theory, Chinese educational practice and local culture into a distinctive academic paradigm that supports national modernization and social equity.
