China issues roadmap to upgrade internet core resources by 2035

China’s Ministry of Industry and Information Technology and three other ministries have issued a guidance document titled “Guiding Opinions on Promoting High‑Quality Development of Internet Basic Resources.” The paper outlines a long‑term plan for core internet infrastructure – IP addresses, domain names, autonomous system numbers and network identifiers – and sets out 16 key tasks across six areas.

The plan targets two milestones: by 2030 China aims for systematic breakthroughs in internet basic resources, producing original technologies and global standards; by 2035 it seeks to become a leading innovator with a modern, secure, high‑speed internet infrastructure that controls global network rules. Priorities include advancing IPv6 performance, satellite‑constellation networking, distributed identifiers, and public‑key infrastructure, while integrating AI, quantum communication, blockchain and satellite internet.

Security measures will cover resource supply, lifecycle management, risk monitoring and emergency response. The guidance also calls for coordinated development, industry‑research collaboration, and international cooperation to ensure the new infrastructure supports emerging sectors such as the industrial internet, smart manufacturing and the “air‑space‑sea‑ground” integrated network.
