China's NDRC Accelerates 'Six Networks' Infrastructure Plan to Boost Domestic Demand

The National Development and Reform Commission (NDRC) announced that it will intensify coordination with relevant ministries and local governments to speed up the construction of the "Six Networks" – water, new‑type power grid, computing‑power, next‑generation communications, urban underground pipe, and logistics networks. These efforts are tied to 109 major projects under the 15th Five‑Year Plan and aim to generate substantial physical output and expand domestic demand.

The commission is also drafting a 2026‑2030 strategy to further stimulate consumption and investment, including the use of special‑purpose bonds, policy‑bank financing, and REITs. Investment targets for the six networks total trillions of yuan, with the computing‑power network slated for 4 trillion yuan, the new‑type power grid over 5 trillion yuan, and the underground pipe network about 5 trillion yuan. Recent project launches include the Three Gorges waterway, Guangzhou new airport, and Fujian Shibaishi water‑conservancy hub.
