China's Power Sector Targets Green Low‑Carbon Supply by 2030

China’s 15th Five‑Year Plan for the power system, released on August 3, sets a goal of establishing a green, low‑carbon electricity supply by 2030. The plan calls for non‑fossil generation to reach 50 % of total output, with west‑to‑east transmission capacity exceeding 4.2 GW, and the coordinated development of large‑scale wind, solar, offshore wind and other renewable bases. It also emphasizes the expansion of inter‑provincial transmission corridors, regional main grids, distribution networks and micro‑grids to ensure energy security while advancing decarbonisation.

In parallel, the National Energy Administration issued a “15‑Year Action Plan” for power safety, highlighting AI‑driven risk prediction, the development of key equipment such as power chips and ultra‑high‑voltage components, and stricter safety governance across coal, gas, nuclear, hydro and renewable installations. The plan aims to modernise safety management, improve emergency response, and embed intelligent monitoring throughout the power sector.
