China's Wind and Solar Output Stymied by Inflexible Coal Grid
China’s renewable energy capacity reached 60.4% of total installed power by the end of March, yet actual generation from wind and solar lagged at about 37% of total output in the first quarter. Despite a 23% rise in wind capacity and a 33% increase in solar capacity, wind generation showed almost no growth and solar capacity factors fell, limiting clean‑energy production.
The shortfall is attributed to inflexible grid management and medium‑ to long‑term contracts that lock coal‑fire plants into fixed‑price, fixed‑output agreements. These contracts give coal plants no incentive to reduce output when wind and solar are abundant, causing curtailment of renewables and continued reliance on fossil‑fuel generation. Analysts estimate the unused renewable potential could have added 160‑170 TWh, enough to exceed France’s total power generation for the same period, but the actual increase in clean power was only about 60 TWh.
