Chinatown residents sue New York City over megajail construction
Residents of Manhattan’s Chinatown have filed a lawsuit to halt the construction of a new 16-story jail facility located next to the Manhattan Criminal Court on Centre Street. The legal challenge, led by the community group Welcome to Chinatown, argues that the city’s expanded construction schedule is “inhumane and cruel.”
Since October 12, construction has proceeded for 18 hours a day on weekdays and eight hours a day on weekends. Plaintiffs claim this schedule represents more than a doubling of construction intensity compared to previous studies and subjects neighbors, including elderly residents at a nearby senior center, to intense noise, dust, and light pollution.
The project is part of a $16 billion municipal plan to close Rikers Island and replace it with five borough-based jails. While city officials state that the extended hours will accelerate the timeline by two years—potentially completing the facility by 2032—the lawsuit argues that the increased intensity should trigger a new environmental review process.
