Choi Gil-soo begins tenure as South Korea’s Special Inspector

Choi Gil-soo officially commenced his duties as the Special Inspector on October 26, marking the first appointment to the position in ten years. Upon arriving at the office in Jongno-gu, Seoul, Choi emphasized his commitment to maintaining political neutrality and operational independence to ensure the institution's effectiveness.

Choi stated his intention to strengthen preventive inspections and engage in proactive information gathering. He likened the office to a ‘panopticon,’ a structure designed to encourage self-regulation among high-ranking officials through constant oversight. He referenced the Confucian concept of ‘shindok’ (self-reflection in solitude) to describe the goal of encouraging officials to monitor their own conduct.

Addressing the legal limitations of the role, Choi clarified that his authority is restricted to the President’s spouse, relatives within the fourth degree of kinship, and senior officials at or above the level of Presidential Secretary. He noted that investigating individuals outside this scope, such as certain presidential aides, could lead to legal penalties for him unless the Special Inspector Act is amended. He described non-target individuals as merely ‘witnesses’ rather than subjects of inspection.
