CIA and FBI intelligence failures contributed to 9/11 attacks
Intelligence failures within the CIA and FBI contributed to the inability to prevent the September 11 attacks. A critical error involved the confusion of several individuals, including Khalid al-Mihdhar, Khalid Sheikh Mohammed, and Walid Mohammed bin Attash, known as Khallad.
In August 2001, FBI analyst Margaret Gillespie reviewed a 15-month-old report from Bangkok indicating that Khalid al-Mihdhar and Nawaf al-Hazmi had traveled from Thailand to the United States on January 15, 2000. Although the Thai intelligence service had provided information to the CIA as early as March 5, the details were not effectively acted upon by the CIA's Counterterrorist Center (CTC).
Prior to their arrival in the U.S., the CIA had tracked al-Mihdhar through the United Arab Emirates, Malaysia, and Thailand while he was traveling with bin Attash, a suspected planner of the USS Cole attack in Yemen.
