CIA Director John Ratcliffe conducts secret Moscow visit

CIA Director John Ratcliffe conducted a highly classified visit to Moscow to deliver a grim assessment of Russia’s military and economic standing regarding the war in Ukraine. During discussions with Alexander V. Bortnikov, head of the Russian Federal Security Service (FSB), Ratcliffe urged the Kremlin to pursue a negotiated settlement before Russia’s situation deteriorates further.

While Ratcliffe did not issue direct ultimatums regarding consequences for continued aggression, he presented intelligence suggesting that Russian forces are unable to achieve their objectives through military means alone. This intelligence channel operates independently of the diplomatic contacts established by Donald Trump’s envoys, Steve Witkoff and Jared Kushner.

Prior to the Moscow meeting, Ratcliffe consulted with officials in Kyiv, clarifying that his mission was intended to test the Kremlin’s negotiation limits without offering concessions on behalf of Ukraine. The visit comes amid reports that Russia has finalized plans to mobilize an additional 600,000 soldiers.
