CIA Director Ratcliffe warns Russia of economic collapse during Moscow visit

CIA Director John Ratcliffe conducted a covert visit to Moscow in late August to deliver a warning regarding the sustainability of the Russian economy during the ongoing war in Ukraine. According to reports, Ratcliffe met with FSB head Aleksandr Bortnikov to communicate that the Russian economy faces a risk of collapse similar to that of the Soviet Union at the end of the Cold War.

U.S. intelligence assessments suggest that while the battlefield in Ukraine is reaching a stalemate, Russia cannot maintain its current level of military expenditure indefinitely. The economic strain is evidenced by significant costs; the war has reportedly cost Russian taxpayers 57 trillion rubles, roughly one-quarter of the nation's GDP. Additionally, Russia's sovereign wealth fund has declined from 6.5% to 1.8% of GDP since the invasion began.

The mission aimed to urge the Kremlin to engage in serious peace negotiations. The assessment also underscores the Trump administration's policy stance, signaling that Washington will not abandon support for Ukraine despite the economic pressures facing Moscow.
