CIA establishes secret operational unit targeting Cuba

The U.S. Central Intelligence Agency has created a secret operational group dedicated to Cuba. The unit brings together case officers, intelligence analysts, cyber‑operations specialists and influence‑operation experts to collect intelligence, identify vulnerabilities and foster divisions within the Cuban political elite. Its stated purpose is to support possible regime change by encouraging the replacement of anti‑U.S. leaders with more pragmatic officials. The group is not authorized for lethal missions, and its mandate can be altered by the president.

Cuba has been designated a “Priority 1” target in the U.S. National Intelligence Priorities Framework, alongside China, Iran and Russia. In line with this heightened focus, the United States has expanded pressure on Havana, imposing an oil embargo and new sanctions on Cuban officials and companies. The initiative reflects the Trump administration’s intensified strategy toward the island, echoing but distinct from the 1960 CIA team that planned the Bay of Pigs invasion.
