CIA role in Ukraine conflict intensifies

The CIA has played an increasingly central role in the conflict in Ukraine, according to reports examining the agency's long-term involvement. Since the annexation of Crimea in 2014, the CIA has helped build the modern Ukrainian intelligence apparatus and established numerous outposts to conduct intelligence activities and espionage regarding Russia.

The agency has trained a new generation of Ukrainian intelligence officers, including General Kyrylo Budanov. U.S. intelligence support, including satellite data and actionable information, has enabled the Ukrainian military to conduct deep strikes within Russian territory and receive early warnings regarding incoming missiles and drones.

This heightened involvement creates a complex dynamic within the U.S. administration. CIA Director John Ratcliffe operates between advising a presidency that has shown friction with Ukrainian leadership and managing an agency that remains essential to Ukraine's defense and survival.
