Cifa Italia proposes Welfare House initiative for housing support
Cifa Italia has proposed a new initiative called ‘Welfare House’ to support young people and families with housing needs. The proposal suggests amending Article 118 of Law 388/2000 to allow qualified interprofessional funds to include housing welfare alongside their existing continuous training functions.
The initiative aims to facilitate access to housing and provide temporary assistance for mortgage payments during periods of financial difficulty, such as involuntary job loss or significant income reduction. To fund this, Cifa Italia proposes a new employer contribution of 0.30% of taxable wages. This funding would be managed with assets, accounting, and responsibilities strictly separated from resources dedicated to training.
Andrea Cafà, president of Cifa Italia and Fonarcom, stated that the proposal is designed to be cost-neutral for the public treasury. The plan follows calls from Italian President Sergio Mattarella to increase support for youth and suggestions from Confindustria President Emanuele Orsini regarding sustainability projects.
