Cimtra evaluates transparency in Mexican local congresses
The civil society collective Ciudadanos por Municipios Transparentes (Cimtra) has released its 2026 evaluation of transparency levels within Mexico's local congresses. This assessment is the first to measure the impact of the new General Law of Transparency and Access to Public Information, which was published in March 2025. The new legal framework introduced significant changes, including the replacement of autonomous bodies like INAI with government-level “guarantor authorities,” an increase in the grounds for denying information—such as “social peace”—and the decentralization of the appeals process.
In the 2026 results, the Sinaloa State Congress emerged as one of the five most transparent local legislatures in the country. Sinaloa achieved a score of 75.6 percent, a significant increase from 37.2 percent in 2020 and 55 percent in 2022. The legislature showed particularly strong performance in internal control and resource oversight, earning a score of 88.2 percent in that category. Other high-performing indicators for Sinaloa included legislative performance, documentation, expenses, and access to public information.
