Ciro Nogueira scandal strains Brazil's Progressistas party

Federal police investigations have uncovered that banker Daniel Vorcaro paid roughly R$ 1.8 million in luxury expenses for Senator Ciro Nogueira (Progressistas‑PI) and his wife during trips to Courchevel in the French Alps, as well as to Lisbon, Paris and New York. Messages obtained by investigators show Vorcaro authorising restaurant bills and arranging private‑jet travel, with total costs exceeding the conservative estimate of R$ 500 thousand. The probe also links the payments to a prior relationship between Vorcaro and the senator, including alleged housing benefits in a five‑star Lisbon hotel.

The revelations have intensified political pressure on the Progressistas (PP) ahead of the 2026 presidential race. Analysts note that despite the scandal, the party retains a sizable congressional bloc, television time and a party fund, making it a potential coalition partner for centre‑right candidates. However, the scandal may force prospective allies to weigh the electoral advantage of PP support against the risk of voter backlash over the alleged corruption.

The case underscores broader concerns about illicit financing in Brazilian politics and could shape negotiations among centre‑right factions as the election approaches.
