CISL Scuola sets school contract renewal agenda and urges new teacher recruitment channel in Italy
Ivana Barbacci, secretary‑general of the teachers’ union CISL Scuola, outlined the union’s priorities for the 2025‑2027 school contract renewal. She called for a stable three‑year contract, improved teacher training, higher pay for ATA staff and the introduction of artificial‑intelligence tools in schools. Barbacci criticised the current incentivised training system and highlighted that around 30,000 ATA positions remain vacant, urging the ministries of Education and Economy to create a dedicated funding stream.
The union also pressed for a change in recruitment policy, advocating a pause in traditional school competitions and the use of regional GPS (Graduatorie Provinciali per le Supplenze) lists to hire qualified temporary teachers on a pathway to permanent positions. Barbacci linked the proposal to ongoing parliamentary debate on the DDL Bucalo and broader post‑PNRR reforms, arguing that a double‑channel recruitment system would stabilise the teaching workforce and address the high number of precarious contracts.
