Cisl supports Italian municipalities over school inclusion costs
Carmelo Randazzo, general secretary of Cisl Scuola Emilia Centrale, has voiced support for mayors in the Ceramic District regarding the rising costs of educational assistance for students with disabilities. He criticized the Italian state for failing to provide adequate structural resources and permanent staff, effectively shifting the financial burden onto local municipalities.
In the Modena area, the state is expected to deploy approximately 3,000 support teachers for the 2026/2027 school year, consisting of 1,444 permanent staff and a large number of temporary workers. Specifically, Modena has 1,621 support positions assigned via derogation to precarious staff. Because the state does not cover 100 percent of the needs for students with disabilities, municipalities are forced to provide additional educators and resources. In the Ceramic District, spending on these educators has already exceeded five million euros.
