Citroën expands into China via Dongfeng joint venture

Citroën pursued significant expansion in the Chinese automotive market through strategic joint ventures. In December 1990, Automobiles Citroën signed an agreement with the Chinese manufacturer Second Automobile Works (S.A.W.) to establish the Aeolus Citroën Automobile Company.

Following negotiations, the Dongfeng Citroën Automobile Company was formed in 1990. The ownership structure consisted of Dongfeng at 70%, Citroën at 25%, Société Générale at 4%, and BNP at 1%. The total investment for this venture reached 5.2 billion francs.

Financial backing for the project included 1.33 billion francs in social capital, 1.7 billion francs in low-interest loans guaranteed by the French government, 1.2 billion francs in buyer credits guaranteed by COFACE, and 1.1 billion francs from Chinese banks. The company aimed to assemble ZX models in Xiangfan, central China.
