City councils manage road reconstruction and funding disputes

Local city councils are managing various road infrastructure projects amid debates over funding and construction timelines.

In one instance, the city council approved a $390,000 appropriation from the Local Road and Street fund for the reconstruction of 4th Street. The total project cost is approximately $850,000, with the additional funds intended for a concrete base adaptation beneath existing pavers. The decision faced scrutiny from residents questioning the necessity of redoing a street completed only eight years ago. Mayor Neil Elkins clarified that the current design follows a previous council decision to use a compacted rock base rather than asphalt to allow water permeation.

Separately, the resurfacing of Oak and South streets has been rescheduled to begin on September 14. This follows a previous dispute in February when homeowners rejected a plan to use special assessment districts, which would have charged residents up to $5,000 per parcel for repairs. As a result, the city opted for surface-level repairs rather than full reconstruction. Excel Paving Plus is contracted for the work, which will now proceed on both streets simultaneously to improve efficiency following project backlogs.
