City of Elkins reallocates $1.2M surplus to FY 2027 budget and contingency fund

The Elkins City Council voted to reallocate more than $500,000 of a $1,217,777 surplus carried over from fiscal year 2026 into the FY 2027 General Fund budget. The FY 2027 budget, approved in March, totals $7,139,554, an 8% increase over the prior year. Specific allocations include $10,000 to the Treasurer’s Office for health‑insurance costs, $16,000 to the Police Judge’s Office for a new part‑time court clerk, $10,000 to Custodial Services for health‑insurance costs, and $50,000 to City Hall for capital equipment and contracted services. The remaining $445,594 will be placed in the city’s contingency fund, with the possibility of moving it later to a Financial Stabilization Account.
