Ciudad Juárez implements Civic Justice system with legal counsel

Ciudad Juárez is implementing a Civic Justice system designed to protect the rights of individuals detained for administrative offenses. Under this model, detainees facing charges such as public disturbances, disrespecting authority, or driving under the influence can access legal representation. Approximately 20 lawyers are currently available to ensure that detentions are lawful and that individuals receive fair treatment. If irregularities or abuses of authority are detected, these lawyers can report them to the appropriate authorities or the Human Rights Commission.

In June, local authorities reported significant numbers of administrative detentions, including 966 for causing scandals and 384 for disrespecting family members. The Municipal Public Security Secretariat is promoting community peace by encouraging residents to resolve conflicts through dialogue, moderate music volume, and avoid driving under the influence. Penalties for these offenses include fines, community service, or arrests ranging from six to 36 hours.
