Ciudad Juárez authorities capture cartel leader and rescue 11 kidnap victims
In Ciudad Juárez, Mexican federal authorities and the Navy (SEMAR) have conducted high-impact operations resulting in the capture of Armando M. L., known as ‘El Chivo’ or ‘El Señor de los Cuernos.’ Authorities identify him as a prominent leader of the La Línea criminal group, also known as the Juárez Cartel. He was a priority target in the ‘Se Busca Información’ binational collaboration between Mexico and the United States.
In a separate but related criminal crackdown in the same region, two men, Abel C. G. and Arturo E. P., were arrested following the rescue of 11 kidnapped individuals. The victims, who included nationals from Guatemala, Honduras, Ecuador, and Mexico, were being held in a safe house where they were subjected to physical abuse and humiliating treatment. Prosecutors allege the kidnappers used videos of the victims to demand ransoms exceeding 25,000 dollars from their families. A federal judge has ordered pretrial detention for both suspects on charges of organized crime, aggravated kidnapping, and illegal weapons possession.
