Civil Aviation Authority reorganization faces budget scrutiny

The Moldovan government is planning a reorganization of the Civil Aviation Authority (AAC), a move that has raised questions regarding financial transparency and staffing needs. While project documents initially suggested the reorganization would not require additional state budget resources, the Ministry of Finance has flagged significant discrepancies.

The proposed changes involve increasing the AAC's staff limit from 93 to 96 positions. The Ministry of Finance estimated that these three new roles would result in an annual cost of approximately 986,800 lei, consisting of 959,000 lei for salaries and 27,800 lei for social contributions.

Discrepancies have emerged between the project's informative notes and the actual text of the decision. Although the author of the project indicated that the proposal to increase the staff limit was excluded following objections, the examined text still reflects the increase from 93 to 96. Furthermore, the Ministry of Finance noted that the need for new positions is unclear, as the AAC already had several vacant positions available as of mid-2026.
