Civitanova Marche property owner issues warning over rejected urban plan

A property owner has issued a formal warning to the Municipality of Civitanova Marche following the rejection of an urban planning variant for the former industrial zone B in Civitanova Alta. During a council session on July 29-30, the council voted 12 to 10 against the variant, reversing a preliminary approval that had been granted in April 2025.

The property owner, represented by attorney Renzo Tartuferi, is demanding a definitive decision to conclude the replanning process and has requested access to all council minutes, recordings, and technical documentation. The legal representative argues that the administration is acting contradictorily by rejecting a plan it had previously investigated and approved, leaving the area in a state of regulatory vacuum known as a “white zone” since a 2007 provincial decision.

The owner has threatened legal action and claims for damages if the municipality fails to provide a reasoned and consistent conclusion to the procedure. This dispute follows a 2019 ruling by the Tar Marche, which had previously ordered the municipality to pay damages for delays in urban planning matters.
