Civitavecchia Prepares New Municipal Commerce Regulation to Protect Urban Decorum

The municipality of Civitavecchia has drafted a new local commerce regulation in collaboration with Confcommercio Litorale Nord. The draft, which is currently being reviewed by the University of Tuscia for a technical opinion, aims to safeguard the city’s urban decor and introduce clearer rules for commercial activities.

Key provisions include a minimum floor‑area requirement for new businesses, a ban on extending sales areas outward by removing doors or windows, and stricter controls on signage and advertising, especially in the historic centre. The city will be divided into zones, each with specific restrictions on outdoor merchandise display and public‑space occupation, with the exception of already‑authorized food‑service venues. The regulation also adds a “saturation index” to prevent an overconcentration of similar‑type stores and promote a more balanced commercial offering.

After the university’s opinion is received, the draft will be forwarded to municipal offices for final drafting before the formal approval process begins.
