Clara Brugada denies Mexico City property tax increases

Mexico City Head of Government Clara Brugada has denied plans to increase property taxes (predial), following concerns regarding the Metropolitan Valley of Mexico Urban Zoning Program (POZMVM) and a new national cadastral law.

On October 9, Brugada stated on social media that the city would not increase property taxes, addressing fears that the POZMVM—which aims to update cadastral values to align with market prices—could lead to higher collections or forced sales of underutilized land. Enrique Irazoque Palazuelos, Secretary of Planning for Mexico City, noted that the program is currently under public consultation and will not have immediate effects on taxes.

Separately, the Chamber of Deputies approved the General Law for the Strengthening and Harmonization of Cadastral and Registry Services with 299 votes in favor. The law seeks to modernize and unify property information nationwide through a unique cadastral key to combat corruption and double registrations. However, opposition legislators from the PAN, PRI, and MC have criticized the measure, labeling it a potential “predialazo” (massive tax hike). They argue the law centralizes control, potentially violating constitutional federalism by undermining the authority of local municipalities to determine their own revenue laws.
