Clara Brugada proposes new prison model for Mexico City

During the 2025 Annual Report of the Mexico City Human Rights Commission (CDHCM), Mexico City Head of Government Clara Brugada Molina proposed a new penitentiary model for the capital. This model aims to focus on social reintegration and a humanist vision, ensuring that prisons do not become spaces that reproduce violence or serve as schools for further criminal activity.

Brugada called for the development of conditions that allow incarcerated individuals to return to society without new traumas. She also requested the CDHCM’s support in several key areas, including the transformation of policies for people experiencing homelessness, the creation of new protocols for evictions, and addressing the issue of missing persons.

Additionally, Brugada made a call for international solidarity, urging citizens to speak out against economic blockades, genocides, wars, and forced displacements. She emphasized that human rights defense must be a universal cause that transcends national borders, noting that Mexico City has a historical tradition of welcoming those fleeing persecution and violence.
