The United States Senate is scheduled to hold a procedural cloture vote on September 15 regarding the Digital Asset Market Clarity Act (H.R. 3633). This vote is intended to determine whether the Senate will begin formal floor debate on the crypto market-structure bill, rather than deciding its final passage.

To proceed, the motion requires a 60-vote supermajority. With Republicans holding 53 seats, at least seven Democrats or independents must support the motion to overcome a potential filibuster. Senator Cynthia Lummis has placed significant pressure on Democrats, arguing that they should bear responsibility if the bill fails, given that they helped shape the current text through more than 100 requested changes.

Key points of contention include ethics provisions regarding federal officials' financial interests in digital assets, stablecoin regulations, and the division of oversight between the Securities and Exchange Commission (SEC) and the Commodity Futures Trading Commission (CFTC).
