Querétaro police academy sparks dispute between state and federal government

A political dispute has emerged between the Mexican federal government and the state of Querétaro regarding the construction of an International Police Training Academy. The controversy began after Querétaro Governor Mauricio Kuri González and US Ambassador Ronald Douglas Johnson participated in a ceremony to lay the academy's first stone.

President Claudia Sheinbaum criticized the event, stating the project lacks federal authorization and was not presented to the Ministry of Foreign Affairs (SRE) or the High-Level Security Group (GANSEG). Sheinbaum emphasized that international security cooperation must follow established legal channels and institutional mechanisms to respect national sovereignty.

In response, the Querétaro government released an official document showing they notified the SRE of the Ambassador's visit on September 25, 2026. The state maintains the notification was protocolary and intended to address matters of common interest, rather than establishing new direct international security cooperation mechanisms. The SRE has since confirmed receipt of the notification but noted that the specific academy project, which involves US agencies, still requires formal review and approval by GANSEG to proceed legally.
