Clearwater City Council advances sports complex proposal

The Clearwater City Council voted 4-0 to proceed with negotiations for a multi-use sports and recreation complex at the city-owned Landings Golf Course. The project is proposed as a public-private partnership with Sunshine Recreational and Entertainment LLC.

While the initial estimate for the development was $179.6 million, a revised proposal has increased the projected investment to approximately $300 million. The planned facilities include multi-purpose sports fields, pickleball and volleyball courts, aquatic attractions, fitness facilities, restaurants, and walking and biking trails. Additionally, the plan features a 220,000-square-foot indoor fieldhouse equipped with eight basketball courts for sports such as indoor soccer and flag football.

The redevelopment process began following an unsolicited proposal in December 2025. Although the council has moved forward to solicit competing bids under Florida’s public-private partnership statute, the vote does not constitute final approval, as further negotiations and city approvals are required.
