Clearwater City Council Seat 5 race focuses on Scientology influence and candidate's debt lawsuit

The City of Clearwater, Florida, will hold elections for two council seats next month, with Seat 5 drawing particular attention. Three candidates—former councilmember Mark Bunker, businessman Kevin R. T. Laughlin, and congressional staffer Sam Wilson—are competing. A central issue is the expanding presence of the Church of Scientology in downtown Clearwater, which has bought more than 200 properties since 2017 and is seeking to close a 470‑foot stretch of South Garden Avenue to build a $250 million L. Ron Hubbard Hall and adjacent plaza. The council approved the street transfer in a 3‑2 vote, and a state‑level opinion suggested the church likely owns the land.

Meanwhile, Mark Bunker is being sued by Capital One in Pinellas County over an alleged $6,000 credit‑card debt. The small‑claims case, filed in April, has not been served and remains pending. Bunker, a longtime critic of Scientology and former council member, previously filed for personal bankruptcy in 2018. The lawsuit adds a financial controversy to an already heated council race.
