Climate Agency complaints rise 30% in Portugal
Complaints against the Portuguese Climate Agency (Agência para o Clima) have increased by 30% in 2026 compared to the total for 2025. According to data from Portal da Queixa, 52 complaints were recorded by October 7, surpassing the 40 complaints filed throughout the entirety of 2025.
The E-Lar program is the primary source of dissatisfaction, accounting for 32.69% of all complaints. Major issues cited by citizens include poor service quality and customer support (36.54%), financial and subsidy-related matters (21.15%), digital platform failures (17.31%), and decisions regarding applications (15.38%).
Users frequently report difficulties during application periods, such as platform unavailability and issues with document submissions. Specifically, 15.38% of complaints involve applications being canceled due to alleged missing documentation, such as IBAN proofs or energy certificates, which claimants argue had already been provided. Delays in subsidy payments have also been a significant point of contention.
