Clint ISD maintains high reserves with new $127 million budget

The Clint Independent School District (Clint ISD) has secured a strong financial position by adopting a balanced budget and the highest possible tax rate without requiring an election. The Board of Trustees voted unanimously on August 25 to set a tax rate of $1.09 per $100 of property valuation. This adjustment is expected to increase property tax bills by approximately $20 for an average home valued at $212,400. However, roughly 4,600 homeowners in the district will pay no school taxes this year due to homestead exemptions.

For the upcoming fiscal year starting September 1, the district approved a budget of nearly $127 million. The board also authorized $4.6 million in spending from its $73 million fund balance. These funds are designated for a $1.8 million COVID-19 “spend down plan” to transition away from pandemic-era relief funding, as well as $2.8 million for construction projects, including restroom facilities at the Horizon High School baseball stadium.

The district maintains a significant reserve, with $52.7 million in unrestricted savings. This balance allows Clint ISD to operate for approximately 140 days without additional revenue, a figure that significantly exceeds state recommendations and outperforms several larger El Paso school districts.
