Cluj County maintains high employment and foreign residency levels
Cluj County continues to serve as a significant economic and demographic hub in Romania. According to data from the Cluj Immigration Service, nearly 21,000 foreign citizens currently reside in the county, primarily driven by employment and education opportunities.
In the first eight months of 2026, 6,487 residency and stay cases were managed. The majority of non-EU residents originated from Nepal (1,113), Sri Lanka (735), India (385), and Turkey (198). Among EU citizens, the largest groups were from France (269), Germany (102), and Italy (87). Employment remains the primary driver for migration, accounting for 3,419 residency cases during this period.
On the economic front, the Cluj County Directorate of Statistics reported that Cluj maintains its position as the second-highest county in Romania regarding both average salaries and the total number of employees, trailing only Bucharest. However, recent data from July 2026 indicates a slow but steady decline in the total number of employees.
