Investigators state that Kuțenko monitored and photographed Romanian and NATO military bases, communication centers, and critical infrastructure. His activities specifically targeted the movement of personnel and combat equipment in the counties of Cluj, Constanța, Călărași, Ilfov, and Bucharest. Notably, the surveillance included Ukrainian Antonov An-124 cargo aircraft operating from Romanian airports.

Authorities claim the suspect operated under the direct coordination of an individual in Russia, communicating via encrypted messaging services. The SRI suggests this follows a pattern of hybrid warfare used by Russian networks to exploit vulnerable individuals for intelligence gathering. The Bucharest Court of Appeal has ordered 30 days of preventive arrest for the suspect.
